    Legal Requirement

    Under the WSH Act 2006, (Scaffolds), it is mandatory for all persons who want to be a scaffold supervisor to undergo training approved by the Commissioner for Workplace Safety & Health from the Ministry of Manpower (MOM).

    For Whom

    This course is designed for:

    • All Metal Scaffold Erectors who want to be Metal Scaffold Supervisors .
    • All workers involved in supervising scaffold erection and dismantling work activities in construction and other industries.

    Entry Requirement

    • Learners are assumed to have:
      • Successfully completed the Metal Scaffold Erection Course. Proof of entry requirement includes the submission of Certificate of Successful Completion or WSQ Certificate of Attainment (SOA).
      • Employability Skills (ES) Workplace Literacy level 4 and above.
      • Be able to manipulate numbers at a proficiency level equivalent to ES Workplace Numeracy level 4 and above.

    Course Overview

    Upon completion of the course, trainees will be able to identify and clearly explain the following:

    • Material requirements for scaffolding.
    • Safety in erection and dismantling of scaffold including hazard identification and risk assessment.
    • The WSH Act 2006 (Scaffolds).
    • Prepare and implement the scaffold inspection checklist.
    • Requirements, purposes and key points for consideration when selecting different types of scaffolds.

    • SMSE 02: Criteria for selection of scaffolds
    • SMSE 03: Terminology used in scaffolds as well as its components and materials
    • SMSE 04: Tools, equipment and personal protective equipment used in scaffold activities
    • SMSE 05: Material requirement for scaffolds
    • SMSE 06: Work platform requirement for scaffolds
    • SMSE 07: Independent tied scaffold
    • SMSE 08: Frame scaffold- Characteristics and material requirement
    • SMSE 09: Material estimation
    • SMSE 10: Characteristics and types of birdcage scaffold
    • SMSE 11: Requirement of ties and brace
    • SMSE 12: Tower scaffold –Characteristics and types
    • SMSE 13: Modular scaffolds and the systems
    • SMSE 14: Characteristics of suspended scaffold
    • SMSE 15: Special scaffold and its types
    • SMSE 16: WSH (Scaffolds) Regulations for scaffold activities and relevant case studies on scaffold incidents
    • SMSE 17: Scaffold register and inspection checklists
    • SMSE 18: Factors affecting safety of scaffold structure

    Course Duration: 75 hours, include 6 hours of assessment hours.

    Teaching Methodology:

    • Face to Face class room teaching.
    • The following blended learning methods are applied to maximize the learning outcome:
      • Login to the Eversafe Academy e-learning platform and self-study from anyplace.

      • Project work on own workplace and submit project report (part of assessment)

    Learning Environment:   Our ergonomically designed class rooms are fully air-conditioned, equipped with white boards; audio/video equipment & free wi-fi

    Qualification or experience of facilitators:

    A facilitator and assessor of this course will possess the following:

    1. Specialist Diploma in Workplace Safety and Health.
    2. At least 5 years of relevant industry experience as a supervisor / foreman /safety personnel, of which:

    Theory training:

    Must be a registered WSH Officer with at least 2 year experience in scaffold erection work

    Practical training:

    At least 1 year experience in scaffold supervision work for registered WSH Officer and those with recognized Technical Diploma.

    At least 5 years’ experience in scaffold supervision work for those who are not WSH Officer or those without recognized Technical diploma.

    1. Advanced Certificate in Training and Assessment (ACTA) or Diploma in Adult Continuing Education (DACE).
    2. Certificate in Supervision of Metal Scaffold Erection Course.

    Facilitator/Learner Ratio:

    Theory Lesson = 1:12 max

    Practical lesson= 1: 6 max

    Theory Assessment = 1:12 max

    Practical Assessment = 1:6 max (if exceeds 6 Learners, Assessor: Learner ratio is 2:12)

    Course Attendance: 100% Attendance

    Assessment Advice

    2 hours of written test (WT) comprising 30 multiple choice questions (MCQ), fill in the blanks,

    short/long questions and 4 hours of Practical Performance (PP). The passing mark for WT is 65% while for PP, learner will be assessed as Competent as C or Not yet Competent as NYC (100% to pass). The learner must pass BOTH parts of the Test in order to be issued with the certificate of successful completion and or safety pass/card. Failure to pass either of the tests shall render a “Fail” for WT and “Not Yet Competent” for PP outcome for the learner and he must then re-attempt the course and tests.
